The Africa Sustainable Development Goal 7 Report (2025) finds that while Africa has made measurable progress toward universal access to affordable, reliable, and sustainable energy, the continent remains off track to meet SDG7 targets by 2030. Electricity access rose from 51 percent in 2017 to 61 percent in 2023, yet over 560 million people—mainly in rural and peri-urban areas—still lack electricity, with stark regional disparities and population growth eroding gains.

This report explores the Eastern Africa region’s potential to leverage its significant oil and gas resources to achieve regional climate objectives, energy security, sustainable development and
economic growth through promoting intra-regional trade and ensuring a just energy transition. The focus countries for this region are the following: Burundi, Comoros, Djibouti, Eritrea, Ethiopia,
Kenya, Madagascar, Mauritius, Rwanda, Seychelles, Somalia, South Sudan, Sudan, Tanzania, and Uganda. By developing reserves and promoting intra-regional trade via strategic investments in

Africa is endowed with considerable oil and gas reserves and undeveloped resources that can assist the continent’s economic growth if they are strategically developed.

There is a need to clarify Africa’s position and develop strategies for future supply adequacy, considering current uncertainties about energy supply, the key drivers of future demand, policies of consumer countries (especially alternatives to oil and gas), and expected future global economic growth and technological developments.

The Strategic Framework for Bioenergy Data Management in Africa (AFBIDM) is a publication of the African Energy Commission (AFREC), motivated by the decision of the 2nd Ordinary Session of the Specialised Technical Committee on Transport Transcontinental and Interregional Infrastructure Energy and Tourism (STC TTIIET) held in Cairo, Arab Republic of Egypt, in April 2019, during which bioenergy was approved as part of AFREC thematic programmes.

The report uses high-level analysis to illustrate the potential impact of what might happen to oil production and consumption in Africa in 2020 and beyond. It does not make specific detailed predictions of what will happen in individual countries, nor will the identified actions and opportunities apply to all countries. The actions and recommendations proposed in this report need to be studied in details at a country level. The report aims to raise awareness to help facilitate the correct choice of action in all countries, now and in the longer term.
