The African energy sector is transforming rapidly but continues to face significant skills and capacity gaps that limit collaboration and sustainable growth. To bridge these disparities, the African Energy Commission (AFREC) has developed a strategic framework for cross-border cooperation in knowledge and expertise exchange.
The framework focuses on five key knowledge areas—policy, energy planning, regulation, technical and operational skills, and management—supported by an online platform, formal cooperation agreements, sustainable funding, and a monitoring and evaluation system. Through pilot projects such as skills exchanges among African Power Pools, the Skills Exchange Programme in the African Energy Sector (SEPAES), and policy dialogue series, AFREC aims to strengthen institutional capacity, enhance individual expertise, and foster knowledge-driven collaboration across the continent.
