The African Energy Transition Strategy and Action Plan

The African Energy Transition Strategy and Action Plan (ETSAP) provides a continental roadmap to achieve a just, inclusive, and sustainable low-carbon energy system by 2063, aligning with Agenda 2063, the Paris Agreement, and the SDGs while prioritising Africa’s socio-economic development. With fossil fuels still dominating Africa’s energy mix, ETSAP seeks to accelerate universal access to modern, reliable, and affordable energy; improve energy efficiency by 70%; manage fossil fuel use responsibly through carbon capture and methane reduction; and leverage Africa’s abundant renewable resources and critical minerals to drive industrialisation, job creation, and economic transformation. Structured across three phases (2025–2030, 2031–2040, 2041–2063), the plan rests on six pillars—clean energy access, energy efficiency, carbon management, policy harmonisation, innovation and capacity building, and sustainable industrialisation—supported by inclusive stakeholder engagement and flexible national adaptation. By combining energy security, technological advancement, finance mobilisation, and regional integration, ETSAP positions Africa to meet its development ambitions while reaching net-zero emissions by 2063.
