
A 2nd training workshop on strengthening Uganda’s energy statistics, which is part of the project aiming at enhancing the countries National Determinant Contributions (NDC) support centre was conducted again on 14-17 March 2023 in Entebbe, Uganda.
The workshop was attended by Twenty (20) expert statisticians from the Ministry of Energy and Mineral Development of Uganda, with the aim to improve practical knowledge of energy statistics, enhance knowledge on techniques needed to produce energy data. The workshop also targeted to strengthen links between organizations working in energy statistic at national level, and enhance capacity of the Ministry, to ensure they have adequate tools to effectively produce and disseminate energy statistics at national, regional and continental level.
Speaking on behalf of AFREC Executive Director, Mr. Rashid Ali Abdallah, Mr. Gbaty Tiadja Gbandey, Project Manager of NDC Support Center welcomed all the participants, stating that the workshops on energy statistic in Uganda represent AFREC efforts to support the country to develop capacities in energy statistics, so as to prepare the country for the upcoming modelling phase, which is the next phase of the activities of NDC Support Center implementation.
Dr Gerald Banaga-Baingi, a representative of Permanent Secretary of the Ministry of Energy and Mineral Development of Uganda thanked AFREC and Vito for the opportunity and reiterated Uganda’s commitment to the NDC project. “The government of Uganda is preparing an Energy transition plan and an Integrated Resources Master plan. Thus, the skills which will be gained from NDC Support Center project will support the government of Uganda in developing the two plans by building capacity on energy statistics in data collection, modelling and in turn improve the countries’ energy balance” he added.
The NDC Support Center project capacity building programme on energy statistics is being implemented by the African Energy Commission (AFREC) in partnership with The Flemish institute for technological research (VITO) and Ministry of Energy and Mineral Development of Uganda.

National Determined Contributions (NDC’s) Support Centre
Uganda’s NDCs support centre is part of a national climate plans highlighting climate actions, including climate related targets, policies and measures which the Malawi governments aims to implement in response to climate change action. In alignment with the Paris Agreement, the centre will help Uganda to prepare, communicate and maintain successive nationally determined contributions (NDCs) by pursuing domestic mitigation measures and strengthening its energy statistics, data collection and modelling. The project is supported by the Government of Flanders (Belgium) through the Flemish Institute for Technological Research (VITO).
About the African Energy Commission
The African Energy Commission (AFREC) is a specialised energy agency of the African Union, mandated to implement African energy programmes by coordinating, harmonising, protect, conserve, develop, promote rational exploitation, commercialization and integration of energy resources for all AU Member states.
