Local Individual Consultancy Service Project Administrative Assistant

  1. Objective

The overall objective of this consultancy is to support the Division of Policy Strategy and Support in the preparation and execution of the annual activities including on Energy Efficiency programme.

The Project Administrative Assistant will provide essential support in financial operations, procurement processes, and administrative functions. The role involves maintaining financial records, assisting in procurement activities, and ensuring compliance with relevant financial and administrative regulations.

  1. Specific Tasks

The consultant will:

  • Provide administrative support, including documentation, filing, and logistics coordination.
  • Assist in office management tasks such as maintaining supplies, coordinating meetings, and organizing travel arrangements.
  • Assist in organizing workshops, conferences, meetings and seminars.
  • Assist in financial operations, including budgeting, forecasting, and financial reporting.
  • Maintain accurate financial records and ensure compliance with internal and external audit requirements.
  • Assist in preparing budget documents, tracking expenses, and monitoring budget implementation.
  • Process financial transactions such as accounts payable, accounts receivable, and payroll.
  • Ensure timely and accurate reporting of financial data to management and relevant stakeholders.
  • Support procurement activities, including vendor coordination, purchase orders, and invoice processing.
  • Assist in the preparation of contracts, agreements, and procurement-related documents.
  • Support internal and external audit processes by providing necessary documentation and reports.
  • Ensure adherence to AU financial rules and regulations as well as procurement guidelines.
  • Assist in any other related duties assigned by the Head of Division.
  1. Deliverables

The consultant is expected to submit monthly report of the tasks performed and updated work plans.

  1. Qualifications and Experience

•           A minimum of a Diploma in Accounting, Finance, Business Administration, or any related field from a recognized educational institution.

•           A Bachelor’s degree in the above-mentioned fields would be an added advantage.

•           Minimum of five (5) years of relevant work experience in finance, accounting, procurement, or administration for diploma holders and four (3) years for bachelor’s degree holders.

•           Experience in an administrative support role, preferably in an international or regional organization.

  • Strong Financial Analysis and Reporting Skills – Expertise in budget monitoring, expense tracking, and financial report preparation.
  • Excellent Procurement and Contract Management Abilities – Proficiency in procurement procedures, supplier negotiations, and contract administration.
  • Outstanding Office Administration Skills – Ability to manage records, maintain documentation, and provide efficient administrative support.
  • Exceptional Problem-Solving– Proven ability to address challenges effectively and make sound financial and procurement support.
  • Excellent organizational and time-management skills.
  • Strong attention to detail and ability to work effectively under pressure.
  • Strong communication skills, both oral and written, in English and/or French.
  • Proficiency in one of the AU official working languages (French, English, Portuguese, Spanish and Arabic) is required.
  • Proficiency in Microsoft Office applications (Excel, Word, PowerPoint) and accounting software.
  • Familiarity with AU financial and procurement regulations is desirable.
  • High level of integrity, professionalism, and ability to handle confidential information.
  • Ability to work in a multicultural environment and collaborate with teams.
  • Excellent interpersonal skills.
  • Ability to work in a multi-cultural environment.
  • The candidate must a national of an AU Member State.
  1. Selection criteria

The candidates will be evaluated based on the qualifications and other relevant trainings, and their knowledge of the areas covered in the tasks list and communication skills.

  1. Service Term

The contract is proposed under the following terms and conditions:

  • The consultant will be based at AFREC headquarters in Algiers, Algeria.
  • The Consultant will be working under the supervision of the Head of Policy Planning and Strategy.
  • The duration of this contract is twelve (12) months with the possibility of extension subject to satisfactory performance and availability of fund.
  • The consultant will receive a monthly lumpsum of USD 1,200 (inclusive of insurance and all costs) upon submission of monthly report.
  • Should the consultant be required to travel outside the duty station, AFREC will provide a return economy class ticket as well as daily subsistence allowances (DSA) at the rate approved for the destination.

  • Certified Copy/ies of qualifications and transcripts
